Statement by the Entisaf Organization regarding the targeting of a home in Asr and the workers’ housing at the cement factory in Hamdan District, Sana’a Governorate.

A dangerous escalation that threatens the lives of women and children and violates the rules of international humanitarian law.

Sana’a – October 24, 2026

The Entisaf Organization for Women and Child Rights condemns, in the strongest possible terms, the targeting by the Saudi-led coalition of the workers’ housing at the cement factory in Hamdan District, Sana’a Governorate. The attack resulted in casualties, with an initial toll of 6 women and one girl killed, and two women and one child injured.

The organization also condemns the Saudi-led coalition’s airstrike on a home in the Asr area of the capital, Sana’a. According to initial reports, this attack resulted in the deaths of 4 civilians and injuries to several others. This crime constitutes a grave assault on the right to life and security, highlighting the severe risks faced by civilians within their own homes—places that should serve as a safe haven for them and their families.

Entisaf Organization emphasizes that targeting civilian facilities and endangering the workers within them, as well as those in the surrounding areas, raises serious concerns regarding adherence to the rules governing the protection of civilians and civilian objects.

The organization reaffirms that the protection of civilian lives and property is neither a matter of choice nor a favor; rather, it is a legal obligation mandated by international humanitarian law—most notably the principles of distinction and proportionality. The organization emphasizes that the casualties in the Asr area and the Hamdan district necessitate urgent action to investigate the circumstances of the attacks and the extent of human and material losses. It is essential to ensure that ambulance and rescue teams can reach the affected areas, provide necessary medical care to the wounded, and protect the families impacted by these events.

Entesaf Organization calls for independent and transparent investigations into these incidents to uncover the facts, hold those responsible for any violations of international law accountable, ensure justice and compensation for the victims, and guarantee that perpetrators do not escape accountability.

Furthermore, the organization urges the international community, the United Nations, and human rights and humanitarian organizations to fulfill their legal and humanitarian responsibilities. It calls for serious action to protect civilians in Yemen, put an end to attacks that endanger their lives, and ensure adherence to the rules of international humanitarian law.

The organization stresses that civilian lives are not merely statistics in news reports; behind every person killed lies a family that has lost its pillar of support, and behind every wounded individual lies pain and suffering that demand justice. The protection of human beings—and their fundamental right to life and safety—must remain at the forefront of all human rights and humanitarian efforts.
