Statement by the Entisaf Organization Regarding the Targeting of a Home in Asr and a Cement Factory in Hamdan
A Dangerous Escalation Threatening Civilian Lives and Violating the Rules of International Humanitarian Law
Sanaa – October 24, 2026
The Entisaf Organization for Women and Child Rights condemns, in the strongest possible terms, the Saudi-led coalition’s airstrike on a home in the Asr area of the capital, Sanaa. According to initial reports, this attack resulted in the deaths of four civilians and left several others injured. This act constitutes a grave assault on the right to life and security, highlighting the severe risks faced by civilians within their own homes—places that should serve as a safe haven for them and their families. The organization also condemns the targeting of a cement factory in the Hamdan District of Sanaa Governorate, which likewise resulted in casualties and injuries.
Entisaf emphasizes that targeting civilian facilities and endangering both the workers within them and the surrounding areas raises serious concerns regarding adherence to the rules governing the protection of civilians and civilian objects.
The organization asserts that the protection of civilian lives and property is not a matter of choice or a favor; rather, it is a legal obligation mandated by international humanitarian law—most notably the principles of distinction and proportionality.
Furthermore, the organization stresses that the casualties in the Asr area and the Hamdan District necessitate urgent action to investigate the circumstances of these attacks and the full extent of human and material losses. It calls for ensuring that ambulance and rescue teams can reach the affected areas, providing essential medical care to the wounded, and ensuring the protection of the families affected by these incidents. Entesaf Organization calls for independent and transparent investigations into these incidents to uncover the circumstances surrounding them. It demands that those found responsible for any violations of international law be held accountable, that victims receive justice and compensation, and that perpetrators of these violations do not escape accountability.
Furthermore, the organization urges the international community, the United Nations, and human rights and humanitarian organizations to fulfill their legal and humanitarian responsibilities. It calls for serious action to protect civilians in Yemen, put an end to attacks that endanger their lives, and ensure adherence to the rules of international humanitarian law.
Entesaf emphasizes that civilian lives are not merely statistics in news reports; behind every person killed lies a family that has lost its pillar of support, and behind every person wounded lies pain and suffering that demand justice. The protection of human beings—and their fundamental right to life and safety—must remain at the forefront of all human rights and humanitarian efforts.
