Entesaf Organization Condemns the Saudi Aggression Escalation and the Targeting of Civilians and Civilian Objects in Saada Governorate

Entesaf Organization for Women and Children’s Rights strongly condemns the escalation of Saudi attacks on Saada Governorate, which, over the past hours, included artillery and missile shelling as well as airstrikes targeting several areas and districts. The attacks struck a civilian house in Jabal Al-Izd, Razih border district, resulting, according to preliminary information, in the killing of a woman and the injury of a young girl. In addition, Al-Hajlah area in the same district was hit by a missile near a family home, causing severe injuries to a girl and leading to the amputation of her hand. The attacks also included three airstrikes targeting Marran District, missile shelling on the district, and an airstrike on a telecommunications network in the center of Qataber District.

Entesaf Organization for Women and Children’s Rights affirms that targeting civilians, particularly women and children, terrorizing civilian families, and attacking, destroying, or damaging homes, civilian objects, and infrastructure constitute grave violations of the rules and principles of international humanitarian law, foremost among them the principles of distinction and proportionality. Such acts are inconsistent with the provisions of the Fourth Geneva Convention of 1949, Additional Protocol I of 1977, and international legal norms guaranteeing the protection of civilians. They also represent serious violations of the right to life and physical integrity as guaranteed under international human rights law.

The Organization warns against the continuation of the Saudi aggression and the blockade imposed on the Yemeni people amid an ongoing humanitarian crisis that has lasted for twelve years. The aggression and blockade have posed a continuous threat to civilians’ lives and have exacerbated humanitarian, health, and living conditions, particularly for women and children, while restricting access to food, medicine, and essential services. Entesaf emphasizes that protecting civilians and civilian objects and ensuring access to basic humanitarian needs is a legal responsibility that must not be neglected or compromised under any justification.

The Organization calls upon the international community, the United Nations, the Human Rights Council, and human rights and humanitarian organizations to assume their legal and humanitarian responsibilities by shedding light on the suffering and grievances of the Yemeni people over the past twelve years as a result of the aggression and blockade. It urges them to highlight the killing, injuries, destruction, and humanitarian suffering endured by civilians, to avoid ignoring these violations or applying double standards, and to exert pressure to end the aggression and lift the blockade. Entesaf also calls for independent and transparent investigations into crimes and violations committed against the Yemeni people and for ensuring accountability in accordance with international law in order to secure justice for victims and prevent impunity.

The Organization renews its call for immediate protection for the Yemeni people, particularly women and children, and for ensuring their safety from attacks. It further urges respect for international humanitarian law and international human rights law, the adoption of serious international measures to halt attacks against civilians and civilian objects, the lifting of the blockade, the facilitation of humanitarian assistance and essential supplies to civilians, and accountability for those responsible for violations committed against the Yemeni people.
