Entisaf Organization Condemns Attacks on Civilians in Yemeni Governorates, Stating: Assaults Threaten the Right to Life and Safety
Sanaa – October 27, 2026
The Entisaf Organization for Women and Child Rights condemns, in the strongest possible terms, the attacks targeting civilians across several Yemeni governorates. These incidents resulted in the death of one citizen and injuries to others—including a woman—following artillery and missile fire, gunfire, and the targeting of a home in Hajjah Governorate. Additionally, civilians were injured in the border districts of Saada Governorate, and a residence was targeted in the coastal city of Mokha, Taiz Governorate. Such assaults pose a direct threat to the lives and safety of civilians, further exacerbating the suffering of Yemeni families and endangering both the lives and property of the population.
The organization asserts that targeting homes and residential neighborhoods—thereby exposing women and civilians to the risk of death or injury—constitutes a grave violation of international humanitarian law. This includes the rules that mandate the protection of civilians and civilian objects, and require adherence to the principles of distinction and proportionality, in accordance with the 1949 Geneva Conventions and other relevant legal standards. The organization emphasizes that the protection of civilians is a legal obligation that cannot be compromised, and that the lives and safety of civilians must remain shielded from all attacks. The organization holds those responsible for these attacks accountable for the harm inflicted upon civilians. It demands an immediate cessation of these assaults, an end to the aggression, and the lifting of the Saudi-led blockade—which has persisted for nearly 12 years, exacerbating the suffering of the Yemeni people and placing civilian lives in constant peril. Furthermore, the organization calls for ensuring full protection for women, children, and all other civilians; conducting independent and transparent investigations into these attacks; and holding those responsible to account, ensuring they do not escape justice. The organization urges the international community, the United Nations, and human rights and humanitarian organizations to fulfill their legal and humanitarian responsibilities by taking urgent action to halt the attacks, lift the blockade, uphold the Yemeni people’s right to life, security, and physical safety, and put an end to the suffering of civilians while safeguarding their human dignity.
